Serving up comfort, community in Port Medway

As people around Queens County woke up Monday morning to power outages, volunteers at the Port Medway Fire Hall were busy giving people a place to warm up and get something to eat.

The Port Medway Fire Department Auxiliary opened the hall to everyone who needed it. They started preparing food at 6:30 Monday morning and still hadn’t stopped Wednesday afternoon.

“Port Medway is a very special community and for years it has always looked after itself,” says Darlene Norman, president of the auxiliary.

“Whenever there is an emergency or a power outage, this hall immediately becomes open and there’s always prepared home-cooked meals.”

“It’s open 24 hours a day until the power comes back on,” says auxiliary member Deb Lemon, “so even in the middle of the night you can come and recharge and warm up.”

Norman and Lemon are part of a team of about a dozen volunteers who have served three meals a day since early Monday, feeding up to 35 people at a time.

“We do scrambled eggs, pancakes, bacon,” Norman says.

“One day for lunch, we had pizzas, one day we did sandwiches up. We did the best spaghetti and meatballs that people said they ever had. We had homemade cheese biscuits, homemade chicken soup.”

The fire hall has a diesel-powered generator so that it can open to anyone after storms, hurricanes and power outages. A Nova Scotia Power crew even stopped in on Wednesday for lunch.

It’s a place for people to find comfort as well as community.

“Anyone without power,” Norman says. “Mill Village people were here, there were people from over in West Berlin, East Berlin, … everyone knows, when it’s open, it’s open.

“This is a real community. It’s small, everyone’s compacted because of the way this community is designed, people know each other. It’s social, people come play cards. And whether or not you’re a member of the auxiliary it really doesn’t have a bearing on if you come in and help in this kitchen.”

Mike Vandale, who lives in East Port Medway, was still without power Wednesday morning, so he was at the hall for some breakfast and a game of cribbage with three friends.

“It’s been fantastic. The auxiliary have performed above and beyond all expectations. Fantastic.

“Camaraderie, food, warmth, friendship. It’s a great place to come and see everybody and catch up on the news.”

Vandale adds, laughing: “Misery loves company.”

Norman says there are a lot of younger retirees in the small fishing village who have the time and energy to pitch in when needed.

Even when they’re not offering free meals during power outages, the hall welcomes the community for a free lunch every Wednesday. That’s in addition to their regular dances, bingo nights and other events.

People show their appreciation for the free meals by leaving generous donations. And Norman and Lemon say management at the Sobeys in Liverpool has also been supportive, giving the group a $50 gift card so they could stock up on groceries this week.

“That’s the community rubbing off on everybody else around us,” Lemon says.

Most of Port Medway had been reconnected as of Wednesday afternoon. A Nova Scotia Power spokeswoman told QCCR that crews were working to restore power to more than 200 customers in Queens County as of 3:30 p.m. Wednesday.

The Port Medway Fire Hall isn’t an official comfort centre. And it wasn’t the only place in Queens County offering help during the outage. Eight other locations were offering various services. You can check out the list on the Region of Queens website here.

Cleanup begins at razed Liverpool property after asbestos found

An abandoned property in downtown Liverpool destroyed by fire in the spring is finally being cleaned up.

The historic and unoccupied Hendry house at 89 Main St. was leveled in the May 13 blaze. 

The Liverpool Fire Department referred it to the RCMP for investigation. The RCMP declared it suspicious and asked the public to come forward with any information. 

An RCMP spokesman told QCCR in July that officers have closed the file for now, because there was insufficient evidence to keep the investigation open.

Fire services from around Queens County and RCMP officers responded to the fire at 4:40 a.m. on May 13. Nobody was injured.

On June 11, the Region of Queens declared the property dangerous and unsightly and ordered owner Rosemarie Jacob to clean it up, or the region would do it at her expense. Jacob didn’t appeal the order, so the region began the process to clean up the site.

Mayor Darlene Norman said Wednesday that initial testing found that there was asbestos in the siding of the house. 

The region hired Asbestos Abatement Limited in Dartmouth to do the work. Norman said the company expects to have everything cleaned up by the end of the week.

“They say they’ll be finished by Friday,” Norman said. “The material is being deposited at another facility in Nova Scotia that accepts this material.

“The company indicated that they would have both the asbestos-containing materials removed, other debris on the property removed and the building foundation removed. … It is being done so that’s the important thing.”

Norman said the company has assured municipal officials there is no danger to nearby residents from the asbestos on site.

The cost of the cleanup isn’t known yet. But the mayor said it would be added as a lien to the owner’s taxes this year. 

“(It) would be payable in 2025. And if at that time, the taxes are not paid in full, including the lien, then you would go to our policy regarding uncollected taxes. I believe one year of unpaid taxes and then the tax sale process would start.”

The property had been unoccupied for some time before the fire. And the owner had been difficult to reach, but Norman said the municipality was finally able to find her.

Norman said she’s happy to see the cleanup underway. And while she won’t be running for re-election, she said a future council may decide to try to do something with the property once it’s cleaned up.

“I know many people have been wanting that corner widened. There are some people who want it left historically the way it is. But there’s lots of vocies from people who work at Queens General (Hospital), from people trying to get 18-wheelers around that corner, there’s going to be a huge amount of housing development that’s going to require vehicles going that way, but that will be future decisions by a future council. But at this time, our main goal is to have that corner cleaned up so people can be free of the black tarps and the fencing and the things that are there at this point in time.”

Norman added that because the cleanup cost will be applied to the property owner’s taxes, the region likely won’t release the figure because of privacy concerns.

Region of Queens considers full-time senior safety co-ordinator

Queens County could be getting a full-time seniors’ advocate by the end of the year.

At a recent regional council meeting, councillors voted to ask for a staff report on making the senior safety co-ordinator a full-time position with the Region of Queens.

Right now, that job is overseen by the non-profit Queens Care Society.

It is funded with a $25,000 grant from the Nova Scotia government, which is enough for three days a week. The society also receives $5,000 from the Region of Queens. The Queens District RCMP gives in-kind supports such as a cell phone and office space.

The society says it doesn’t have enough money to turn it into a full-time position. Shelley Walker is the current senior safety co-ordinator. There has been a part-time co-ordinator in the region since it was created more than 15 years ago.

The co-ordinator helps promote senior health, safety and independence, working with older residents to help them stay in their own homes. The co-ordinator helps with medical referrals, transportation, food insecurity and other concerns of seniors living on their own.

Representatives from the Queens Care Society appealed to councillors last week to make it a full-time position with the region.

Grant Webber, chairman of the society, told councillors that there’s great demand for the free service. But the current part-time position can help only about 7.5 per cent, or 250, of the 3,300 Queens County residents over 65.

He said other senior safety co-ordinators around the province are full time, supported by the province, municipalities or non-profit groups.

Webber asked that the region hire the co-ordinator on a full-time basis, covering benefits and expenses and providing office space.

“A part-time position is not enough to address the assistance and does not enable the co-ordinator to be proactive with education and check-in calls. All other co-ordinators in Nova Scotia are full time and either employed by the municipality or through foundations.

“We are hoping that the Region of Queens can also become the employer and provide the senior safety co-ordinator with the stability required to support seniors here in Queens County.”

Al Doucet, a member of the Queens Care Society, said Walker does a commendable job now for seniors in the region. He said she could do so much more as a full-time employee of the region.

“I’ve watched what Shelley does for this community,” he told councillors. “There’s all kinds of people that would do this, but I can tell you that Shelley does beyond what is needed.” 

Councillors seemed receptive to the idea of bringing the position under the municipality’s umbrella.

Mayor Darlene Norman said the part-time position is funded until the end of the year, but that there is some uncertainty around whether it would continue after that.

Norman said the details would have to be worked out.

“I believe it is necessary that there be more investigation to determine who such a staffer would report to, is there a requirement to do a job posting, … salary range, things such as cars, all those things we would have to know to responsibly vote on those things.”

District 3 Coun. Maddie Charlton said she wanted to make sure that councillors got a staff report in time to make a decision about the position before the end of the year.

“I want to make sure that that position is protected and it’s not a bunch of frantic, going around trying to figure out last-minute, so I think we need some clear timing.”

Norman made a motion for staff to report by council’s first meeting in October on the municipality taking over responsibility for the senior safety program.

‘Thanks to the people of Queens’: Darlene Norman won’t reoffer as mayor of Region of Queens

Darlene Norman has made it official, announcing she won’t seek re-election as mayor of the Region of Queens.

“I have decided not to reoffer simply because these last four years have made me realize that it was one thing to be a councillor, it’s another thing to be the mayor,” she said in an interview Wednesday.

“When you are a councillor and you vote in a certain way at a meeting and the vote didn’t go your way, then it’s over and done. When you are the mayor and you vote at a council meeting for something that you feel is very important and you lose the vote, … as the mayor you still have to speak on behalf of council for the vote. And I am the type of personality that finds it very difficult to speak favorably about an issue that I think is so wrong.”

Norman’s decision to serve one term as mayor caps a 20-year career in municipal politics, which began in 2000 when she was elected councillor in District 1, which covers the area of Hunts Point, White Point, Port Mouton and Port Joli.

She served as councillor for the area until 2016 when she was defeated by current councillor Kevin Muise.

In 2020, she decided to run for mayor, beating incumbent David Dagley and two other challengers – Susan MacLeod and Brian Fralic.

Norman said she enjoyed her time as mayor.

“I really liked being the mayor, I liked helping people, I liked meeting people. But I just have a very difficult time when I have to as mayor speak on behalf of council and it’s a decision of which I disagreed. Other than that, being the mayor was wonderful.”

In a Facebook post on Tuesday announcing her decision, she said council has achieved many good things over the past four years. But she said there were other things she regrets.

One of those was not building a new library. The Thomas H. Raddall Library has to leave its leased premises in downtown Liverpool by the end of December. After many stops and starts, council couldn’t agree on a new permanent location, so they decided to put it, at least temporarily, in the Liverpool Business Development Centre on White Point Road.

“We could have built a lovely library, it would have been open by now. For one reason or another, things went sideways. Council couldn’t agree on a location.”

Another frustration for Norman over the past four years is the concentration of municipal resources in the Liverpool, Brooklyn and Milton areas. She says council needs to find a way to improve services in other areas of Queens County, such as north Queens and areas outside the so-called urban core of Liverpool.

“Our biggest assessment areas are in rural Queens. … I look around at north Queens, east and west, people are paying incredible tax dollars in those parts of the county, despite people in the town of Liverpool who think they’re paying the biggest tax dollars. I’m just finding it really difficult with the Region of Queens and trying to find a balance with specnding in rural as well as central.”

She said building new accessible washroom and change room facilities at Beach Meadows Beach was council’s way to try to spread some municipal dollars outside the Liverpool-Brooklyn-Milton core. 

She said it’s one of council’s accomplishments that she’s proud of. Others include improvements in accessibility at other municipally owned facilities such as the Astor Theatre; working with a wind farm developer in Milton to create more renewable energy; advocating for new cell towers in north Queens and supporting affordable housing initiatives by Queens Neighbourhood Co-operative Housing.

“Those are good things, those are really positive things for Queens. … There have been so many more benefits than disappointments.”

And even though the region still struggles with staffing shortages, she said she’s very proud of what municipal employees have been able to accomplish. She said the region has only two building inspectors and one planner, at a time when development is on the rise. And she said their bylaw enforcement division is also understaffed, while complaints increase.

“People are so quick to criticize the staff of the Region of Queens and I really wish that perhaps people like that could be the mayor for a week or a month and actually sit in my chair and get a good understanding of how much work they do, because our staff work hard.”

Norman said another reason she won’t be reoffering in October’s municipal election is the abuse she said she’s received on social media.

“The cruel, the unkind, the unjust things that are said. And all people have to do is pick up a phone and they’ll know that all those rumours aren’t true. I tend to bite my tongue and … almost cut off my fingers not to write back some things on some posts that I’ve read. But it’s just not what I was prepared for.

“And I just don’t want it anymore. I’m a really good sleeper and when I don’t sleep at night because of stuff at council or things going on, I have too many people my age dropping dead and I want to do positive things that have positive results and are not attached with any negativism.”

She says she’s not sure what she’ll do after October. But it will include spending more time with her young grandson in Shelburne. And she plans to volunteer in her community of Port Medway and work on some of her art projects.

“I’ll find something to do. … I’m interested in helping my community of Port Medway. … I’m artistic, I might just discover who I am again. But I want to get out and do something that I want to do that doesn’t have the stressors that being the mayor does.”

Regardless of some of that stress, she says she’s grateful for the opportunity to be mayor of the Region of Queens for the past four years.

“I’d just like to thank the people of Queens for poviding me this wonderful privilege to represent Queens County,” she says. “And it is a privilege. We are a wonderful county, we have some of the best people in the world. And we are very attractive to people around the world who want to live here. So let’s welcome newcomers, regardless of what country or what culture they are. Diversity is wonderful for us. It makes us stronger. Thanks to the people of Queens.

“And I’m here for a couple of more months if there’s anything anybody needs any help with.”

The municipal election is set for Oct. 19. Former teacher Terry Doucette and business consultant Scott Christian have already announced their campaigns for mayor. People have until Sept. 10 to file their nomination papers. 

For the first time, voters in Queens will be able to make their choices by traditional ballot or by phone or online.

Greenfield among Nova Scotia communities to get cellular service in $18.6-million project

It’s going to take a couple of years, but residents of Greenfield are finally getting cell service.

The Nova Scotia government is building 27 new telecommunication towers in unserved areas around the province at a cost of $18.6 million.

Public Works Minister and Queens MLA Kim Masland made the announcement on Wednesday at the Greenfield Fire Hall in north Queens.

She was joined by Colton LeBlanc, minister of Service Nova Scotia, municipal politicians and representatives from Build Nova Scotia and Rogers.

Masland said reliable cell service is a necessity and a matter of safety.

“We are adding to what is already the largest investment ever in cellular infrastructure by a provincial government. We are investing an additional $18.6 million to build 27 new provincially owned telecommunication towers.”

Last October, the province launched the $47.3-million Cellular for Nova Scotia Program. The province also announced $3.3 million last year to build four trunked mobile radio towers, which first responders use for emergency communication. The new funding brings the total investment to $69.2 million.

The province is also partnering with Rogers to upgrade infrastructure at 27 existing sites and connect them to the Rogers network.

“This will significantly improve connectivity for Nova Scotians over the next two years,” Masland said. “It’s what our province needs to keep pace with technology and population growth while improving safety in rural communities.”

The overall program is expected to connect more than 12,000 unserved civic addresses, which represents about 62 per cent of the more than 20,000 identified in a 2022 Cell Gap Study. It will also connect 562 kilometres of unserved primary roadways, or 56 per cent of the 1,010 kilometres of the unserved roadways.

The first four towers will be up by spring 2025, with the remaining new and upgraded sites ready between summer 2025 and spring 2027.

Some areas of the province, like Greenfield, are cellular dead zones. Residents and businesses have to rely on landlines or Wi-Fi calling.

The Greenfield work is expected to be completed by fall of 2026.

Fire Chief Moyal Conrad called it a “game changer” for rural fire departments.

“The public is going to be so much more protected with cell service in rural areas and with us being able to do our job easier and better,” he told reporters after the announcement.

Conrad said improvements to the mobile trunked radio network will also help departments like his serve their communities better.

“That trunk radio that’s what we do all our communications on. … All vital information goes across that. The Nova Scotia government is giving us (volunteer fire departments) all new radios this year, that’s another $100 million they’re sticking out there for us.

“This is very, very, very good news.”

Conrad said the lack of reliable cell service also affects recruitment efforts, at a time when it’s tough enough for rural departments to find volunteers.

“If you signed up today to be a fireman and you never got to a call, you’re not going to be very interested in coming. So the cell service, we’ll be able to put out more information. People will be able to know when there’s a call and they’re going to be able to respond.

Region of Queens Mayor Darlene Norman said the municipality had been putting money aside in a special reserve fund to build their own tower for Greenfield, or to try to partner with the neighbouring Municipality of the District of Lunenburg.

“This is absolutely amazing, not only for Queens but for all rural counties, all rural places that do not have cell coverage which is so very, very vital.”

Masland told reporters that it’s taken a while to address lack of cell service in some areas because of the difficulty in doing the work in many rural areas of the province. She likened it to climbing Mount Everest.

“This is just the beginning. We’re working concurrently, not waiting to make sure that we can keep climbing. This is going to take time. We are finally a government that has put its teeth into this problem and we’re going to solve it.

“We’ll get these 27 up and like I said, we’re not stopping, we’re going to continue to climb to the top and we’re going to make sure that Nova Scotians have the cellular service they deserve.”

The 27 new towers will be added to the more than 60 the province already owns. Under its agreement with Rogers, the government is pitching in 80 per cent of the cost, while Rogers will pick up the remaining 20 per cent or about $3.7 million.

The ultimate goal is to have 99 per cent coverage for basic voice call service and up to 85 per cent coverage for high-definition service for things like high-quality audio or video, internet browsing, email and streaming.

Masland said the province will also be applying to the federal government for help with some of the cost.

Municipal election takes shape as Queens County councillors, others declare intentions

With less than three months to go before October’s municipal election, incumbents and former councillors in Queens County are declaring their intentions.

So far, three of the seven sitting councillors have said they won’t run again. Three others have declared they will run again. 

District 1 Coun. Kevin Muise could not be reached. And Mayor Darlene Norman hasn’t yet announced her plans.

The region’s electoral boundaries have also been redrawn since the last election. So some people will be running in areas that look different than they did in 2020. (You can see the descriptions and maps of the new electoral boundaries on the Region of Queens website.)

District 6 Coun. David Brown is one of the councillors who won’t be reoffering. District 2 Coun. Ralph Gidney and District 7 Coun. Carl Hawkes are the others. Gidney’s area will be changed to District 3. Former councillor Susan MacLeod, who placed second in the 2020 mayor’s race, will be running to replace Gidney. 

Brown told QCCR that he feels he’s done what he can for his constituents. He represents the areas around Port Medway, Mill Village, Greenfield and Labelle. A newcomer to municipal politics in the 2020 election, he beat Jason Croft by about 130 votes. 

“I feel like I’ve accomplished as much as I can accomplish in council and I’m not really happy with the process, so I’m looking at different avenues for moving on,” he said. “I just feel like we’re a municipal council, but we don’t govern like a municipal council. We still govern like a town council.

“It seems like everything we do is centred around Brooklyn, Liverpool and Milton and any time we try to get anything done outside of that core, it’s a struggle.”

He said he wasn’t criticizing his fellow councillors or municipal staff. And he didn’t want to provide examples of some of the struggles he’s had.

But he said he feels the Liverpool area is over-represented on council, with five councillors who have some part of their district in Liverpool, Milton or Brooklyn. With the redrawn boundaries, that’s down to four. 

“Whoever goes into council from rural areas is just going to have to fight harder to try to get their areas recognized. Maybe if councilors coming in from Liverpool, Brooklyn, Milton, realize that they’re not funding 100 per cent of the cost of what happens in Queens County, but they’re expecting 100 per cent of the expenditures that are happening in Queens County, it’s not a fair and equitable solution for anybody.”

Brown said he was also frustrated with some of the criticism he’s received online and in person since he became councillor. He said he welcomes feedback from constituents, but he said sometimes it goes too far.

“There’s a lot of anger with people, in the public. They seem to think that because you’re a public figure they can say whatever they want to you. And council is not a high-paid position to put up with the amount of hours and the abuse that we’ve been taking from some people. So I’m just not interested in doing another four years of that.”

But Brown is still proud of the work he’s done as councillor, especially helping to save the South Shore Regional Airport in Greenfield and finding more money to support the region’s volunteer fire departments.

“I’m happy with what I did. I think council has done the best job that they could for the most people. It’s just most of the work is done in the centre of town and that frustrates me.”

District 3 Coun. Maddie Charlton will be trying for a second term. She joins District 4 Coun. Vicki Amirault and District 5 Coun. Jack Fancy, who have announced they will seek re-election.

Because of the boundary changes, Charlton will be running in District 2 this time. But it’s essentially the same area as she represents now in District 3, with the addition of part of White Point Road. 

Amirault will still run in District 4, but her area now includes Danesville and East Port Medway. It also has less of Brooklyn. 

And Fancy, who represents the Milton area, has said he plans to run in District 7, which is where he grew up. That area includes much of north Queens, including Caledonia and Kejimkujik National Park.

In 2020, Charlton made history at age 29 as the youngest person elected to Region of Queens council.

She told QCCR that she’s enjoyed her past four years in municipal politics.

“Although it has certainly come with challenges,” she said.

“I have certainly learned a lot over these last four years and I really think that younger representation at the council table is important.”

Along with bringing a more youthful perspective, she says she’s proud she’s been able to advocate for better access to council meetings for the public. She pushed for a regular evening meeting to make it easier for people to attend, as well as the upgrades necessary to livestream meetings.

Charlton says she believes that council’s communication with the public has improved.

“That was one of things that as a resident before I ran was something that was really obvious there was a bit of a disconnect there. There certainly have been improvements. And those are some that I’m really proud of as well. Besides the standing evening council meetings, I championed audio and video upgrades because people couldn’t hear when they tuned into the meetings. And I think it’s really important that residents can do that and access those meetings and listen to those meetings if they can’t be in the room. So I would say that’s still not perfect. But I think it has gotten better.”

Charlton said that communication breakdowns were partially responsible for the controversies over a new library. 

“I would say that we need to slow down before we speed up. … We hit the gas too fast and different information was evolving over cost and I think if we would have just slowed down, we could have pieced things together in a more sensible way to then confidently make a plan that we could endorse going forward.”

David Brown says he regrets that council didn’t commit to a new library. They decided instead to move the library, at least temporarily, to the business development centre on White Point Road.

“I would have liked to have seen a library built. Having an actual brick and mortar standalone library built and not having that happen and the way the process worked out was one of my biggest frustrations in the last term.”

Charlton says that if she’s re-elected, she’d like to advocate for more youth programming and recreational opportunities. And she says she hopes other young women take a crack at council this time around.

Brown says he’s not sure what he’ll do next, but he’s going to enjoy his free time. His advice for people who want to run for council? Do your homework and be prepared to stick up for your district.

“Just to be prepared it’s not going to be the happy smiley place that you think it’s going to be,” he says.

“You’re in for a fight every day. If you want to get your area recognized and you want an equitable amount of expenditures for all areas of the county, it’s not going to go smoothly. There’s a fight involved with it. There’s a lot of argument. You have to do your research, know the policies, know what you want going in and know what your consittunts want going in because you’re representing those constituents, you’re not representing your own personal interests. … You have to know what all those constituents want so you can make the best decision for the most people.”

The municipal election is Oct. 19. This year, for the first time, Queens County voters will be able to vote in person or online.

Region of Queens to pick up tab for developers’ connection to sewer system

The Region of Queens is going to pay the builder of an apartment building on the Mersey River in Milton to connect to the municipal sewer system.

Councillors voted at their meeting last week to compensate Eric and Dawn Fry, the owners of The Falls in Milton at 314 Highway 8 for the costs of running a sewer line from their new 15-unit apartment complex.

That would be for a lateral connection, the section of pipe that connects a private property to the municipal collection system. Ownership and maintenance of the lateral on private property are the owner’s responsibility.

The municipality’s sewer system bylaw states that “all costs associated with the installation, connection, maintenance or repair” of a building connection to the sewer system are the responsibility of the owner. 

But because the connection for this property is across the road, the municipality would be on the hook for the work of at least $50,000, according to a staff report. 

Adam Grant, director of engineering and public works, says past practice has been for the municipality to pay for the portion of the lateral that would have to cross a road.

Mayor Darlene Norman said the bylaw isn’t as cut and dried as it seems.

“The bylaw is grey,” she said in a recent interview.

“And when we look at what we’ve been doing up until now, the homeowner or developer or anyone is simply told to put their pipe out to the road. And then the region connects to our lateral that’s running. And that’s what that developer was told. When he did his site plan and his permits, he was told and approved to run his pipe directly out to the No. 8 highway which is what he did.

“Now it’s been determined by staff that … the cost to connect him to our lateral because it’s on the other side of the road which was never discussed with them, it’s $50,000-plus because it’s provincial highway, it’s permits, it’s all those items.”

So, municipal staff have been working with the owners to run a pipe on the property parallel to Highway 8 into a manhole at the edge of the property. That would connect the building to the municipal system.

That option would cost up to $27,500, according to the staff report. The developer would do the work and be compensated by the municipality.

“To suddenly say to a person that you have all their approvals in place, they’ve done what they’re told and then to say, ‘Oh, by the way, there’s another $50,000 price tag that you have to pick up,’ that’s a little unfair,” Norman said.

“You can’t tell someone to do something and then a year or two later, say, ‘Oh, maybe we shouldn’t have told you that.’ So the region will pick up the cost of running it to the manhole cover.”

Councillors voted in August 2022 to sell the former Garika Park to the Frys. And in October of that year, councillors also rezoned the land to allow the Frys to go ahead with their development.

Geared toward seniors, the three-storey building is slated for an October opening.

Bristol Avenue residents protest proposed four-storey apartment building

Residents on a busy street in Liverpool are concerned it will only get more hectic if a 24-unit apartment building is built in their neighbourhood.

About a dozen people presented a petition to regional council on Tuesday and spoke against the development planned for 48 Bristol Ave., during the meeting’s regular time for public comments or questions.

They say they have 35 signatures of residents upset that the proposed four-storey building is too big for the area. They are worried about increased traffic, motorist and pedestrian safety and increased noise. 

They say the design doesn’t fit with the character of the many historical homes in the area. And they’re also concerned that existing water and sewer services can’t handle up to 100 new residents. 

Tony Flint, who lives right across from the proposed development, organized the petition. He told councillors on Tuesday that it would be a mistake to allow the development to go ahead. 

“I think a 24-unit, four-storey building with the potential of housing as many as 100 people and 50 vehicles is way too much for the footprint of the real estate,” Flint said in an interview after the meeting. “It’s just an inadequate property to handle a building of this nature.”

Bristol Avenue is a busy thoroughfare into and out of Liverpool. The two-lane road is the main access to and from downtown Liverpool. If you live in downtown Liverpool, Western Head or Mersey Point, it’s the most direct route to get to many services like the town’s two grocery stores, Queens Place Emera Centre and gas stations, or to get onto Highway 103.

There is no sidewalk on the side of the road where the development is proposed. It’s currently undeveloped green space with mature chestnut trees. The 6,720 square-foot building would be set back 10 feet from the street, with 24 parking spots behind and on the side of the building. The lot is about 36,000 square feet.

As part of the site plan approval process, residents within 100 feet of the development were notified by the municipality in a letter dated June 19. According to a letter from development officer Mike MacLeod, they had 14 days to appeal.

Mayor Darlene Norman said Wednesday that councillors found out about the development last week when they received their meeting package.

“There’s a process for appealing. They write a letter to the planner stating that they wish to appeal and then they give their reasons of which they’re appealing. And it has to be based on the criteria that the site plan was approved on.

“Unless there are appellants, unless people within the 100 feet of the subject property make application to be an appellant and to appeal the site plan approval then there is nothing council can do at this time.”

Norman said the proposed building meets the zoning requirements. She added that staff take a serious look at new developments to ensure they follow the municipality’s land use bylaws.

“People don’t understand that council do not have the ability to simply shut down stuff just because people don’t like it. We have to live within the rules that we’ve established.

Flint said he wrote a letter to MacLeod objecting to the proposal. He said that he and his neighbours believed they were getting their appeal on Tuesday, with the petition and speaking to council.

“But we presented the petition and what they do about it, yeah, I would consider that’s a written appeal,” Flint said Wednesday.

“We would like to proceed and continue further if necessary. Whether we’re beating our head against a brick wall, we don’t know. We all feel like we accomplished something by bringing it to the council’s attention. And there were several people that were completely unaware of it.”

Carolyn Campbell is another Bristol Avenue resident who also expressed her opposition Tuesday about the new building.

“I’m concerned that it could possibly be a death trap. As far as I know, there’s only one entrance off of Bristol and they all have to come out the same way. … If there’s a fire or if there’s an emergency vehicle needing to get in there, it could be bad.”

She and others worry about increased congestion caused by this development and a 45-unit building under construction behind Bristol Avenue on Mersey Avenue.

Janet Perry said residents agree with the need for more housing in Liverpool, just not in that location.

“We all live in close proximity to each other and we’re all going to be facing that building. The traffic is horrendous on that street, the noise is horrendous. There’ll be so many other things happening. … Garbage pickup in the mornings, can you imagine how long there are going to be trucks parked on the street? It’s just going to be a nightmare. I’m sure there’s another site (where) it can be built. We’re not opposed to housing, we’re just opposed to that location.”

Norman said that if the development goes ahead, a new council may decide to address any traffic issues that arise. 

“It always has been and it always will be a busy street. If these apartments are built and it’s deemed that there’s a need to put a crosswalk, there’s a need to put streetlights to improve traffic flow … then I’m certain that council at the time will do those things. But at this point in time, we are going through the process as it is.”

Queens County fans send cheers to Sarah Mitton before Olympics

With the Summer Olympics just over a month away, anticipation is building for fans of Queens County Olympian and world champion Sarah Mitton.

And to show support for Brooklyn’s best-known athlete, the Region of Queens is organizing a video tribute to send to Mitton to cheer her on as she goes for shotput gold in Paris.

The municipality is calling on people to record a video that’s 10 seconds or less. They’ll edit all the videos into one and send it to Mitton as she prepares for the Olympics.

The region’s mayor Darlene Norman is organizing her own video tribute on Saturday morning near her home in Port Medway.

“I’m hopeful that many people will show up from Port, neighbouring communities and perhaps some other places,” Norman said Thursday.

Norman’s video will be recorded at the village’s lighthouse park near the wharf at 9 a.m..

“I’d encourage people if they have any of the Sarah signs left from the last Olympics to bring them along. If they want to bring a big poster, if they want to wear bright clothing, just bring your happy spirit to send Sarah some great words.”

Mitton captured gold at the World Athletics Indoor Championships in Glasgow in March. She beat her own Canadian record, twice, at the world championship.

She won Canada’s first-ever world medal in women’s shot put with her silver at the Budapest games in 2023. And she is a Commonwealth Games champion and Pan American Games champion.

She recently won gold at the USATF New York City Grand Prix.

Mitton, who turned 28 on Thursday, is getting ready for the Canadian track and field trials coming up at the end of June in Montreal.

She talked to QCCR in March just after winning the world indoor gold medal.

“I’ve had my eye on Paris for two years at least,” Mitton said. “And everything we’ve been doing in the last two years is a part of our preparation.”

Norman says Mitton is an inspiration to many people.

“I’ve always admired her. She’s so well spoken and she’s such a good representative for Queens County and Nova Scotia and Canada. And she’s from Brooklyn. Think about it. We had no fancy track facilities, we just had volunteer teachers who coached, and Sarah stood out and shone, found what she loves and pursued it. And I think that’s such an excellent role model for anyone in any walk of life.”

Even if they can’t make it to Port Medway on Saturday morning, Norman encourages people to make their own videos.

“Get together in your own community, get together with your family, your friends, send a solo video. Just take part and send Sarah Mitton a cheer, a hello, a good luck, a ‘we’re so proud of you’, whatever message people like to make.”

Region of Queens councillors to vote on play park write-off

Region of Queens councillors will vote next week on whether to write off almost $51,000 in cost overruns and funding shortfalls at the universally designed play park in Liverpool.

Councillors voted last week to move the issue forward to their June 25 meeting for a final vote. Most of them appeared to support absorbing the cost.

District 2 Coun. Ralph Gidney was the only one against the motion to vote on the matter at their next meeting.

The provincial organization recently asked the municipality to cover $50,962 in unpaid bills on the $630,000 playground. Some $5,988.79 of that is interest on the overdue account.

Joanne Veinotte, director of corporate services, told councillors last week that Autism Nova Scotia told the municipality they believed that the region would cover any shortfalls.

“Fundraising was less than forecasted. The ACOA contribution was less than budgeted and there were cost overruns such as short-term security for surfacing materials, rescheduling of a rubber surface contract and extension of a rubber surface area. This all contributed to the overage.”

Beyond that, however, details about the overdue account were sparse. It was unclear what the outstanding bill is for or to whom, or when Autism Nova Scotia realized that there wasn’t enough money on hand to cover all the expenses of the project.

The playground is named Etli Milita’mk (pronounced ed-a-lee milly-dumk), which is Mi’kmaw for “we are playing here”. It opened last October, after years of community fundraising led by Queens County resident Debbie Wamboldt and others. It’s designed to be inclusive and accessible for everybody, regardless of ability or age. 

The community group raised about $100,000 on their own, with the region donating the land near Queens Place Emera Centre and committing $111,773 from its community investment fund. ACOA and the provincial government also contributed to the project.

Autism Nova Scotia issued charitable tax receipts and held the money in trust to pay the region for construction as invoices were submitted. The region also agreed to own, operate and maintain the playground.

QCCR tried numerous times for an interview with officials from Autism Nova Scotia. Last week, a spokeswoman said in an email that they were “unable to provide an interview at this time”.

QCCR asked the municipality this week for clarification on the account. In an email, Heather Cook, the region’s communications and engagement co-ordinator, explained that the municipality has paid all bills related to the park and no suppliers are owed money.

Because of cost overruns and funding shortfalls, she said, Autism Nova Scotia contacted the region in April to say that it would not be paying the full amount of the final invoice, which the municipality issued in January. The group did not pay any interest on overdue invoices during the term of the project, resulting in interest charges which contributed to the shortfall.

Councillors will vote on June 25 “to fund the outstanding interest charges and project overrun that (are) owed to the municipality due to the funding shortfall.”

The money would come from the municipality’s accumulated budget surplus.

District 1 Coun. Kevin Muise said last week that councillors had voted to donate the land and approve funding from the community investment fund. But he said they didn’t vote to cover any overruns.

District 3 Coun. Maddie Charlton asked if there was any additional information that staff could share with councillors before their next meeting.

CAO Cody Joudry, who took over in November, said there wasn’t.

“I don’t believe there is any other documentation to provide council. … From Autism Nova Scotia’s perspective, they’re like, ‘Well, it’s not really fair to make us cover the difference because we were just the pass-through and really the region was the one who was managing the project.’

“I think if we were doing this over again, we would have brought this to council a lot sooner, like in the construction phase and talked about these issues. But I can’t do anything about that now. So, unfortunately, Coun. Charlton, I do not believe there is any more information I can bring you.”

Councillors did not want to ask Autism Nova Scotia or the local fundraising group to cover the extra costs.

Mayor Darlene Norman said that it was nobody’s fault. Construction delays and weather last summer contributed to the extra expenses. 

She said in an interview Monday that it didn’t help that the region was without a full-time CAO for much of last year. Former CAO Chris McNeill left the job in May. 

“Remember, this was a time when we had no CAO last year, directors were shifting and taking those roles. And then we had the boil water situation happening, we had no permanent CAO. I’m not saying that’s any reason why this may have occurred, but obviously there was lack of communication between Autism Nova Scotia and Region of Queens staff.”

Norman said that in future, the region would likely approach projects like this differently.

“It was a lesson that if a project like this should ever be undertaken again there needs to be very firm rules respecting who manages what and conversations and communication between the two partners.”

The June 25 council meeting will be held at the Westfield Community Hall in North Queens.

Elusive owner of fire-ravaged house in Liverpool ordered to clean up site

The owner of an abandoned house on Main Street in Liverpool that burned down in May has seven days to clean up the site.

If she doesn’t clean it up or appeal the order within seven days, the Region of Queens will do it for her and charge her for the cost of the cleanup.

Councillors voted on Tuesday to declare the property dangerous and unsightly and to clean it up.

According to Nova Scotia property records, 89 Main St. is owned by Rosemarie Jacob, who owns 13 other properties in Liverpool, Brooklyn, Italy Cross, Lunenburg Co., and East Baccaro, Shelburne Co.

Only two addresses are listed for Jacob in property records. One is a post office box in Brooklyn. The other is a PO box in Liverpool.

Region of Queens Mayor Darlene Norman said Tuesday the owner is hard to find.

“Staff have used every avenue they have to contact the owner. However, unfortunately, that owner leaves very little contact information. We have simply been unable to contact the owner.”

The house at 89 Main St. caught fire overnight on May 13. The Liverpool Fire Department eventually got it under control, but the structure had to be torn down.

It was unoccupied at the time of the fire. 

Since then, the municipality has fenced off the property. But none of the debris from the fire has been cleaned up. 

There’s still a slight acrid, charred smell around the property from the fire.

According to local historian Tim MacDonald, the historic house was built in 1893 and was once owned by former Liverpool mayor, ship owner and businessman A.W. Hendry. 

Liverpool Fire Chief Trevor Munroe told QCCR on Tuesday that they’ve finished their initial investigation and passed it on to Queens District RCMP.

He said there was no power at the property, so it’s unclear how the fire started. That’s why the RCMP are investigating. 

“It could be suspicious, it could not be suspicious,” he said in an interview. “But it could be something as simple as a cigarette if someone was moving the grass or something like that.”

An RCMP spokesman said Tuesday the investigation is still ongoing.

Mike MacLeod, the director of planning and development for the region, told councillors on Tuesday that the municipality has received a number of complaints about cleaning up the site.

QCCR is trying to find the owner for comment. If we are able to reach her, we will update this story.

According to property records, Rosemarie Jacob bought the house in 2002 from Erwin Keller of A & I Keller Investments Limited.

Before that, it was owned by the McConnell family from 1973 to 1999.

Council voted on Tuesday to give Jacob seven days to clean it up. Unless she appeals the order by June 18, the municipality will do it and charge the cost as a lien against the property.

Norman says it’s an issue of public safety.

“In the absence of an owner, we are moving ahead with the motion made today. Seven days to file an appeal and if we do not hear from the owner by June 18, then we will be moving ahead and cleaning up the property.”

Another property owned by Jacob that appears to have been abandoned is on Court Street. That’s just off Main Street and behind the former Mersey Hotel, which is itself in bad shape but is currently occupied by various residential tenants.

Jacob also bought the Court Street house in 2002 from A & I Keller Investments.

Norman said she couldn’t comment on the Court Street property or any other Queens County properties owned by Jacob. 

“Our bylaw officer has many files that she is presently working on. I cannot comment on the one you’ve made, however, there are various properties that are going to be coming forward to council.”

If Jacob appeals the order, the municipality will schedule a public hearing.

Region of Queens likely to cover cost overruns, funding shortfalls for play park

The Region of Queens plans to pick up the tab for almost $51,000 that’s still owed on the universally designed play park in Brooklyn.

The $630,000 playground opened in October 2023. Named Etli Milita’mk (pronounced ed-a-lee milly-dumk), it was the initiative of Queens County resident Debbie Wamboldt, who led private fundraising for the park and who first approached the region in 2015 about supporting it.

It’s designed to be accessible and inclusive of everyone, regardless of age or ability.

The park includes ramped decks, braille and audio elements as well as a spray pad with sprinklers, a fountain, filler buckets and jet spray units.

Wamboldt and other volunteers raised about $100,000 toward the park’s construction. Autism Nova Scotia issued charitable tax receipts and held the money in trust to pay the region for construction as invoices were submitted.

The region initially contributed $111,773 from its community investment fund and it donated the land near Queens Place Emera Centre.

ACOA and the Nova Scotia government topped up funding.

The region also agreed to own, operate and maintain the playground.

On Tuesday, however, councillors were told that project costs exceeded revenue. Autism Nova Scotia said fundraising was lower than expected and the ACOA contribution was less than budgeted.

And there were construction cost overruns with the project such as the material and installation for the rubber surfacing in the park.

Because of that, Autism Nova Scotia asked the region to absorb that extra cost of $50,962. Just under $6,000 of that is the accumulated interest on the unpaid bill.

Mayor Darlene Norman said she and the rest of council were aware of the shortfall only last week.

“It was a dream to have this universal play park,” Norman said in an interview.

“Autism Nova Scotia agreed to be the body that would look after the accounting and the monies as they were collected with the agreement that it becomes the property of the region. It was at that point or sometime later, I’m not certain, that it was evident there may be a shortfall.”

Autism Nova Scotia told the region’s staff that it believed that the municipality agreed to cover any cost overruns or funding shortages.

District 1 Coun. Kevin Muise said he was involved in those negotiations and he doesn’t recall any such agreement. He said he wasn’t opposed to picking up the tab, but that council hadn’t agreed in advance to do that.

Other councillors said they were conflicted about the issue. They said the local fundraising group went “above and beyond” in their efforts to get the park built and councillors didn’t want to ask them to raise more money.

“The majority of council felt it was very unfair … understanding the valuable work that Autsim NS does, it would be very unfair to ask them for another $51,000 because of all they’ve done, and also felt it very unfair to ask the local fundraising committee to raise another $51,000.”

Norman said it’s money well spent.

“I can’t imagine why anyone would question why the municipality should pay the remainder of the cost on something that we own. It’s a lovely play park that as region taxpayers, we paid $161,000 for. And there will always be the dissenters and the naysayers who will say it’s the region’s fault. It’s a beautiful play park, and it’s a lot of money to construct it, however it belongs to the region and the region is paying that outstanding amount.”

The issue will come back to council’s June 25 meeting, where they will vote on taking the money from their accumulated budget surplus.

Organizers kick off volunteer drive for mixed doubles curling trials in Liverpool

As one of the people bringing the Canadian mixed doubles curling trials to Liverpool in December, you’d expect Greg Thorbourne to love the sport.

“I used to hate mixed doubles,” he told a crowd on Monday at the Liverpool Curling Club.

“I thought, ‘Who the hell would ever play that game?’”

But after working at the last two national mixed doubles curling events, the longtime booster of curling in Queens County was quickly converted.

“Watching the calibre of curling, the shots made, the number of rocks in play, I don’t think there’s a better game in this world than mixed doubles.”

Thorbourne, chairman of the Liverpool Championship Host Society, was speaking at an event at the curling club Monday to kick off the volunteer recruitment effort for the mixed doubles curling trials planned for Dec. 30 to Jan. 4 at Queens Place Emera Centre.

The host society has been working on securing the trials since last June.

It’s the first of three major qualifying events in Nova Scotia for the 2026 Winter Olympics. Wolfville is hosting the full-team Canadian pre-trials in October 2025, and Halifax will host the Canadian curling trials in November 2025.

Sixteen teams will compete in Liverpool for the chance to represent Canada in mixed doubles curling in Italy.

About 50 people turned out for the event in Liverpool on Monday, including Queens MLA and Public Works Minister Kim Masland, Region of Queens Mayor Darlene Norman and Liverpool native Jill Brothers, who skipped Canada to a silver medal at the 2004 world junior championships.

Thorbourne said he’d like to have about 150 volunteers for the event. Liverpool hosted the 2021 pre-trial curling trials, where the volunteer numbers were lower because of Covid.

“Normally, we have between 135 and 150. With Covid the last time, we were down around 85 so this time we’re looking at getting back up so that people don’t have to spend as many hours on site as they did the last time.”

He said they’re already getting calls from across Canada from people who want to volunteer.

“Last week, I got two calls from B.C., three from Ontario, a couple from up North, a few from Alberta, the Prairies. This is the first of three Olympic trial events in Nova Scotia. So a lot of these people will come here and get trained, work here and move forward.”

Mike Murphy, chief financial and chief operating officer of Mersey Seafoods, also announced the Liverpool company’s sponsorship of the $255,000 event.

“We want to be part of the community and we want to give back to the community when we can,” he said in an interview. “And we think events like this are really good to showcase Liverpool, the South Shore, Queens County. It puts us on the world stage. People show up from all over Nova Scotia, Canada, all over the world and we think it’s great to showcase our community.”

The value of the sponsorship was not disclosed, but Thorbourne said later that it is “substantial”. The Region of Queens has also committed $19,140 to the event. Thorbourne said they are working on other sponsorships too.

Many people at Monday’s kickoff were signing up to volunteer. Valerie Lantz of Liverpool was one of them.

This will be her third curling event in Liverpool. She volunteered at the 2021 pre-trials and the 2019 World Junior Curling Championships.

“I was a curler, … so that’s what brings me to this. Now that I’m retired i can spend the time doing this sort of thing and i thoroughly enjoy it.”

She said the event will bring much-needed business to the community at a slow time of year.

“This will put people in rooms in hotels and in restaurants. And mixed curling, it’s such a high-energy fast sport, I think it will create new patrons to the event.”

Lantz said that volunteering at the curling trials in December will be worth your time.

“You’ll meet people not only from Liverpool volunteering but people from probably around the province. It’s just so much fun. And you get to see some great curling.”

Public to be asked for input on design of Liverpool library’s temporary space

The public will soon have a chance to give their feedback on the design of the temporary library location in Liverpool.

Region of Queens councillors voted in February to move the Thomas H. Raddall Library to the Liverpool Business Development Centre on White Point Road by the end of the year. The current lease at the Rossignol Centre in downtown Liverpool expires at the end of December.

The municipality owns the business development centre. It currently houses the Global Empire call centre and Belliveau Veinotte accountants.

It’s supposed to be a temporary location, while the municipality works on a long-term plan for the library. 

Councillors set aside $1,050,000 for renovations to the 9,200 square-foot space, though staff said it could cost as much as $1.26 million.

Elise Johnston, accessibility and inclusion co-ordinator, told councillors this week that she proposes full public input on the design for the temporary space. 

‘We’re not talking about all the options. We’re not talking about the location, we’re talking about balancing the programmatic needs and the sizes of the room. 

“Does the public want to see two bigger program rooms together that can join as one making sure one has a kitchen, or do we want to see more of a teen space or more of a theatre space?”

Johnston is recommending at least one morning and one evening in-person “working design” session, where options can be discussed and manipulated in real time using 3D modelling. She also suggested livestreaming the sessions on Facebook.

The meetings would be held at the current library’s location at 145 Old Bridge St., in Liverpool, so that people can get a sense of the space at the new place, Johnston said.

“We’re reusing a lot of the shelving and I think that’s a good way for people to visualize,” Johnston said. 

Staff would continue to gather feedback for two weeks, she said, with a final layout being confirmed by mid-July.

Mayor Darlene Norman emphasized that everybody is welcome to attend the sessions and give their input.

District 6 Coun. David Brown said he liked the approach that Johnston proposed.

“I think having it interactive in the library space, it gives people a better chance of scale so they know what they’re getting.”

Councillors will vote on the motion at their June 11 meeting. The region would schedule the sessions as soon as they’re approved by council, promoting them with printed flyers and on social media, by email and announcements on QCCR.

Region of Queens commits $19,000 to Liverpool curling trials

The group bringing the Canadian mixed doubles curling trials to Liverpool is getting a little over $19,000 in funding from the Region of Queens.

Councillors unanimously approved the $19,140 in funding this week for the Liverpool Championship Host Society. District 2 Coun. Ralph Gidney declared a conflict of interest because he is a director of the society. He abstained from voting.

The funding comes from the municipality’s community investment fund. There was about $22,418 left over in the fund before councillors granted the society’s request. 

The host society originally asked for $25,000. Councillors agreed to the lower amount because staff said the society’s cash assets and budget surplus were above the threshold that would have allowed for full funding.

Total projected expenses for the event are just over $255,200. 

Mayor Darlene Norman reminded councillors that with this funding, the $175,000 community investment fund is essentially depleted for this year, with about $3,000 remaining. But it does have about a $200,000 accumulated surplus.

The Canadian mixed doubles curling trials are one of three major qualifying events in Nova Scotia for the 2026 Winter Olympics. Wolfville is hosting the Canadian pre-trials in October 2025, Halifax will host the Canadian curling trials in November 2025, and Liverpool will host the mixed doubles curling trials at Queens Place Emera Centre this Dec. 30 to Jan. 4.

Liverpool could be site of new Northern Pulp mill

The pulp and paper industry may be making a comeback in Queens County.

Nova Scotia Premier Tim Houston announced on Thursday that Paper Excellence, which owns Northern Pulp in Pictou County, will be launching a feasibility study into whether it can open a mill in Liverpool.

He was speaking at a news conference in Halifax. His opening remarks were broadcast to a crowd of local politicians, chamber of commerce members and forestry sector workers at the Astor Theatre in Liverpool.

The possible new mill in Liverpool is part of a settlement agreement to resolve the company’s $450-million lawsuit against the province.

“The Pictou mill is not reopening,” Houston said. “The province has agreed to support Paper Excellence in the idea of building a new kraft pulp mill in Queens County, in the areas around the former Bowater mill.

“With the support of the region’s forestry sector, the company believes that Liverpool could again support a new mill, and I agree.”

Houston said the company will likely launch the feasibility study in the next few weeks. It is expected to take up to nine months.

“Let’s keep in mind a new mill is not a guarantee. If the company decides not to proceed with the new mill, Nova Scotia’s interests are still accounted for and protected. But if there’s a business case and the company brings forward a project, it could mean an investment of more than $1.4 billion in our economy.”

Bowater, which operated in Brooklyn from 1929 to 2012, employed hundreds of people in Queens County. It was founded as the Mersey Paper Company Limited by industrialist Izaak Walton Killam.

When it closed, it threw 320 people out of work. It also affected people in other industries.

Many of the employees retired or left for jobs in western Canada or elsewhere. The region fell into an economic funk. And it took years for the local economy to begin to recover.

Houston said a new mill would be good news for Queens County and for the province’s 35,000 woodlot owners.

“We are building a stronger economy for Nova Scotians, and a new mill has enormous economic potential. It could kickstart a new chapter for communities along the South Shore and the province’s economy overall.”

Northern Pulp closed its mill at Abercrombie Point, Pictou County, in 2020, after the Nova Scotia government under Stephen McNeil refused its application for a new effluent treatment facility. It had been pumping effluent into nearby Boat Harbour, sparking protests from the Pictou Landing First Nation.

Houston said Thursday that any new mill in Queens County will have to meet modern standards.

“Let me assure you that any project that comes forward will need to meet today’s standards, and will undergo environmental assessments, significant public engagmeent and indigenous consultation. We will also hold the company to a high standard for the Pictou mill site.”

Many of the people at the Astor for the announcement Thursday would not comment afterward. Queens MLA and Public Works Minister Kim Masland declined to comment. She said all media inquiries were being handled by the premier’s office. 

The forestry workers in attendance did not want to be interviewed, but were happy with the announcement and said that the “industry’s needed some good news”.

Mayor Darlene Norman said she was limited in what she could say publicly. 

“For those who understand the forestry sector, this is a wonderful opportunity for Queens.”

The possibility of a new pulp and paper mill in Queens County came to light this week when CBC reporter Michael Gorman reported on Wednesday that an announcement was imminent.

Kerry Morash worked at Bowater for 19 years and was also the Queens MLA for the Progressive Conservatives from 1999 to 2006. He welcomed the news that the industry might return to the area.

“I think it’s a big opportunity for the community and western Nova Scotia,” he said in an intervew. “And especially when you look at the storm damage that we have and we have a lot of wood laying down in the forest from Pictou to Yarmouth and that’s getting drier and getting ready to catch on fire. If we can clean up the forest and produce a product and make some employment, envrionmentally friendly and sustainbably, it’s all good news.”

Ashley Christian, president of the South Queens Chamber of Commerce, said she wants to make sure a mill is safe and sustainable.

“As long as all environmental regulations are being met and taken really seriously, I think that we in Queens County would welcome industry, we welcome jobs and what that would provide for our community.”

As part of the settlement agreement with the province, Paper Excellence has to top up Northern Pulp pension plans by $30 million to protect the former employees’ pensions. It also has to pay $50 million of its own court costs. 

If the company’s study finds a new mill in Queens County is viable, it will pay the province $15 million to settle its $99 million debt. If it finds a new mill isn’t possible, it would pay the province $30 million and pay $15 million toward the cleanup of the Northern Pulp site.

If the company goes ahead with a new mill, it would seek financing and work with the province and others to get it going.

N.S. announces new public housing to be built in Liverpool in 12 months

Liverpool is getting new public housing in the next 12 months, the Nova Scotia government announced Wednesday.

An eightplex is planned for land next to 183 and 185 Old Port Mouton Rd. The building will be modular housing, divided into eight separate residences.

John Lohr, Nova Scotia’s minister of municipal affairs and housing, said in a news release Wednesday that it’s part of 26 new modular housing units being built in the next 12 months in Shelburne, Digby, Wedgeport and Liverpool.

Lohr said it will provide affordable housing for up to 82 people. He said the province is going with modular housing to get the units built as quickly as possible.

The new housing is a mix of one-, two- and three-bedroom units, with 14 ground-floor units that will be barrier-free.

The units will be affordable, with rents tied to income. 

Region of Queens Mayor Darlene Norman said in an interview Wednesday that she’s happy to see the province is building more public housing in Liverpool.

“I think it’s excellent. It is desperately needed throughout the entire province, so, pleased to see that the province is now looking at (the) western (end of the province) and that we will be getting one eightplex.”

Norman said provincial officials told her on Tuesday that 77 people are currently waiting for public housing in the Liverpool area.

 “It will move quickly and (be) a much needed relief,” she said. “I know people have been impatient as the government has been announcing units in other areas, bu they’ve been going zone by zone and now we’re in the western zone.

“So they’re basically already designed. They’re very nice. They’re four units on the bottom, and the four bottom units will be totally accessible and there are four units on the top.” 

The province is investing $11.8 million to build the 26 units in the four communities. That’s in addition to the 247 units previously announced, bringing the total to 273.

The Nova Scotia Provincial Housing Agency will issue a tender for a design and construction team to deliver the homes.

Queens councillors nix crosswalk flags, seek info on traffic lights at Main and Market

Queens County pedestrians and motorists won’t see orange crosswalk flags at a busy intersection in downtown Liverpool, but they could see a return of traffic lights.

Region of Queens councillors on Tuesday voted against installing the flags at the three-way stop at Main and Market streets. But they did support getting a staff report on having full traffic lights at that intersection.

The area did have traffic lights decades ago, until they were damaged by a transport truck, and taken down.

Safety concerns have long been an issue at Main and Market streets. In 2015, regional councillors commissioned a study by Insight Traffic Engineering that found traffic control wasn’t an issue and recommended minor changes.

In 2019, councillors rejected installing pedestrian-controlled crosswalk lights at a cost of $27,000.

But a collision in January which sent a 79-year-old woman to hospital rekindled concern in the community about safety at that intersection.

Councillors asked staff to come back with options about how to make that intersection safer. Adam Grant, the region’s director of engineering and public works, said in April that there is no evidence crosswalk flags would help. And he said pedestrian-controlled lights at that intersection could interrupt traffic flow and create more problems. He said it’s unusual to have the lights at a three-way stop.

The Town of Mahone Bay installed an all-way stop in 2021 near Saltbox Brewery on its Main Street. It also has flashing red lights and orange crosswalk flags for pedestrian use.

Even though councillors on Tuesday rejected the flags, they said action needs to be taken to make Main and Market intersection safer.

District 2 Coun. Maddie Charlton said that it will only get busier with the new Queens Manor, the apartment building planned off Bristol Avenue and the planned Mount Pleasant development expected to house up to 1,200 people.

Charlton asked staff for the traffic light report.

“When I look around at other communities that have these three-way intersections, they have lights. And so I think it’s important that we understand what the criteria (are) for those lights. If another option has presented itself that we can consider, I think that would be helpful to have. We need something that tells us how we could get those traffic lights, what the criteria is, so if we’re not there yet, when can we pull the trigger on them.”

District 4 Coun. Vicki Amirault said it’s time for the region to address the problem.

“One person getting hit there is too many, and it’s been many over the years. So I think we really need to look into this and go forward on this and not stall so much on this problem. I know it’s been years and years, but I think we need to find a way forward.”

District 5 Coun. Jack Fancy said the flags would have been better than nothing. And he said he also supports pedestrian-controlled lights.

“There’s always going to be issues with each thing, but I believe the good outweighs the bad with this. Especially, what we’re aiming for right now is doing nothing. And I don’t think doing nothing is the answer.”

District 6 Coun. David Brown said enforcement and education would resolve a lot of safety issues.

“The lights won’t stop cars, the lines on the pavement won’t stop cars. You have to look for yourself and guard your safety. We’ve got a lot of development coming and I’d like to know what would trigger a need for (traffic) lights at that intereseciton because I think the stop control works well now if we enforce it.”

Mayor Darlene Norman said that when the traffic lights were operating at that intersection years ago, it seemed to help.

On Tuesday, councillors also approved $1,000 to study the feasibility of reducing the speed limit on Main Street from School Street to Riverside Drive, near Fort Point Lighthouse Park.

Residents submitted a petition to council in November, asking them to improve traffic safety in the area by lowering the speed limit and installing an all-way stop at Main and School streets.

Charlton appeals to Queens councillors for more transition house funding

Thirty-four community groups in Queens County will be getting almost $150,000 in funding from the municipality, but one councillor worried on Tuesday that one organization wasn’t getting enough.

The Region of Queens approves funding requests each year from non-profit groups for operational, capital or event funding through its community investment fund.

Groups have to meet various criteria to be approved for funding. Eighteen groups applied for funding of more than $1,000. Another 16 applied for help under $1,000. Council must approve all requests over $1,000. Staff alone can assess and approve those requests under $1,000.

The South Shore Transition House Association asked for $5,000 so that the Bridgewater-based Harbour House can help clients in Queens County from a more secure location in Liverpool. 

Stephanie Sereda, the region’s community development co-ordinator, explained the association’s request to councillors.

“They currently have been in the Liverpool area serving clients for two years from a location that is just not secure. They have requested that they can find a safe and secure space, this would cover rent, transportation to and from for their clients.

“This would be for Queens County residents who are experiencing domestic violence to go and receive counselling and support and they’re brought in from all corners of Queens to the Liverpool area to this particular location. … But the space is very public and it’s a very private matter. They’re just hoping to continue to support in a better location.”

But because the organization’s cash assets made up more than half of their operating budget, they were eligible for only $1,250 under the community investment fund. The amount that can be awarded to an organization is reduced if its bank balance or assets are above a certain threshold.

Some other organizations were also not awarded all the funding they requested.

District 3 Coun. Maddie Charlton asked if there was any way to make an exception to the policy to ensure the transition house association got its full funding request.

“I want to see this request considered to be supported in the full amount because I think it’s important that women in Queens County have access to a resource like this in Queens County and they don’t have to go elsewhere.”

Charlton wanted to see the motion amended. 

Other councillors, however, said that while they support more funding for the organization, they couldn’t support going against the policy.

District 6 Coun. David Brown said he would support a standalone request, but he wouldn’t support changing the policy in this case.

“This is a very worthwhile cause but we have to have some consistency in how we deal with things. We can’t decide that one area or group is not as deserving as another area or group. I think that’s a slippery slope we go down.

“But if we decide we want to give more to this organization, it’s a very good organization, we have that option at a later time and in my mind, that’s the best way to go today.”

Mayor Darlene Norman said that she couldn’t amend the motion, because it would be a substantive change and it would be out of order. Norman suggested that Charlton make a motion at a future meeting that council fund the remaining $3,750 requested.

“This council does highly support South Shore Transition House and the outreach they provide for the women in Queens but this council wishes to keep in check with the policy that we’ve developed.”

In the end, councillors voted to support the recommendation to give the South Shore Transition House Association $1,250. 

Councillors approved all funding requests recommended by staff, for a total of $147,858.64.

Region of Queens councillors to tackle traffic again at Tuesday’s meeting

Traffic concerns, a heritage property and money for community groups are some of the issues Queens County councillors will be discussing on Tuesday at their regular council meeting.

At their April 23 meeting, councillors wanted more study of traffic safety issues in downtown Liverpool.

They voted to defer a decision on whether to install orange crosswalk flags at the three-way stop at Main and Market streets. Staff did not support that idea. But councillors plan to discuss it again on Tuesday. 

Councillors also plan to consider a motion on Tuesday to spend $1,000 on a traffic study on Main Street, from School Street to Riverside Drive near Fort Point Lighthouse Park. 

This was after a petition from residents in November, urging the region to lower speed limits in the area and to create a four-way stop at the Main and School Street intersection. Residents want the current 50 km/h limit lowered to 40.

At their April 23 meeting, councillors heard from Adam Grant, the region’s director of engineering and public works. He said an outside consultant in February studied municipal roads that might meet the provincial criteria for lowering the speed limit to below 50.

That work found that 85 per cent of the traffic on the section of Main Street from School down to the park was already topping out at 42 km/h.

Grant told councillors it would cost $35,000 to hire a traffic consultant to study the feasibility of a four-way stop at Main and School streets.

The municipality also plans to use three mobile speed feedback signs to help with lowering speed in the area.

Mayor Darlene Norman summarized Grant’s report.

“We can let the petitioners know that it is possible to reduce the speed from School east to Main. We are going to continue to do the investigation to reduce speed in that area. … We are doing three speed feedback signs, so that’s speed calming, which we can place in other areas.”

Staff are recommending that council spend the $1,000 to study the section of Main Street from School Street to the park. But they are not recommending crosswalk flags at the three-way stop on Main Street.

Councillors will also vote on Tuesday on requests from 18 non-profit groups for operational, capital or event funding through the region’s community investment fund. 

Another 16 groups applied for funding of less than $1,000 each. Those requests do not require council’s approval. Staff assess those applications. If councillors approve the requests, the region will be giving $147,858.64 to community groups around Queens County.

And the Medway Area Heritage Society is applying for a municipal heritage designation for Seely Hall in Port Medway. 

Built as a general store, warehouse and shipping office in the mid-1800s by the family of privateer Caleb Seely, the building is now used for community events, such as the Medway Head Lighthouse Art and Craft Show every summer.

The region’s heritage advisory committee recommended the property for heritage designation. It said the role of the building as a community hall and general store and the prominence of the Seely family is of great historical significance to the area.

Region of Queens approves balanced budget with no tax rate hike

Region of Queens council approved a balanced budget on Monday with no tax rate increases and almost $30 million in spending.

At a special meeting, councillors also approved a $21.5-million capital budget, which includes the start of big projects like the water and sewer extension to the Mount Pleasant area and the new outdoor community pool at Queens Place Emera Centre.

Spending is up about $4 million from last year, to $29,848,303. The region’s water utility reported a $442,122 deficit.

Mayor Darlene Norman said in an interview that it was important to councillors not to increase the tax rate.

“We live in a great county and the budget reflects the fact that we are moving ahead,” she said.

“Many things in the budget remain the same. We’ve increased funding for fire departments for their truck purchases. The cost of those trucks is astronomical and we know how as volunteers how hard they work.

“It’s a good budget, it recognizes some requests from all parts of our county.”

Council committed an extra $126,772 in 2024/25 to help the county’s five fire departments with the rising costs of replacing fire trucks.

It also raised the household income threshold for the low-income tax exemption by $5,000. Property owners with a total income of $35,000 or less can qualify for up to $400 off their tax bill. The tiered structure gives the highest break for the lowest income.

“We understand that people financially struggle,” Norman said, “which is why … we increased the amount of money that people can make in order to claim a reduction on their taxes, … which is very generous, I believe, for a municipality of our size.”

The region reported a $644,000 surplus from last year, largely from rising property assessments, higher deed transfer tax revenue and unintended savings from unfilled staff positions. 

The region’s capital plan is packed.

CAO Cody Joudry said in an interview that it addresses a lot of concerns around the municipality.

“In terms of capital budget, it’s expansion of water, wastewater, there’s a lot of safety improvements and upgrades and a lot of investment in infrastructure and community assets, so I think that’s pretty significant.”

A little more than $7.8 million of the $21.5-million capital budget for 24/25 is provincial funding. Almost $2.5 million is from federal sources. About $3.8 million is from long-term borrowing, while $3.53 million is from a combination of municipal reserves and municipal surplus.

In addition to the new pool and the water and sewer extension, some other capital projects include:

“There are things on there that are very important,” Norman said. “Of course, they will not all get done (this year), but by putting them on here, it shows that these are priorities and start them, do the best that you can do with them.”

Milton Centennial Pool won’t reopen this summer

The Milton Centennial Pool will remain closed this summer.

“It is very, very unfortunate, but the Milton pool will not be opening this year,” Region of Queens Mayor Darlene Norman said Monday.

The pool suffered significant damage in last July’s torrential rains and floods. Councillors heard Monday that it would cost from $100,000 to $150,000 to fix the pool.

The rains and flooding last summer damaged the pool liner. Even though the region ordered a new liner immediately, it arrived only in late December. So staff winterized the structure as best they could, according to Adam Grant, the region’s director of engineering and public works.

This spring, the region’s staff discovered the base of the pool had been damaged even further.

Grant said it would take about 12 weeks to do the work, with the “best-case scenario” of having the pool open by August.

Mayor Darlene Norman said the North Queens Aquatic Centre in Caledonia will be open.

“Unfortunately, for this summer we will be unable to provide seasonal swimming lessons at Milton pool,” Norman said in an interview.

“We did make the decision and we made it now so that we don’t have people’s hopes up.”

The region is going ahead with hiring lifeguards for the pool in Caledonia. CAO Cody Joudry said the pool staff hired will be employed for the whole summer. 

Councillors decided to keep the $40,000 budgeted for Milton pool operations in this year’s budget. They suggested that money could go toward extending the hours at the pool in Caledonia, covering mileage for lifeguards who have to travel to Caledonia or working out a deal with Queens County Transit to provide transportation for pool users in south Queens to north Queens.

They asked staff to report back with recommendations on what to do this summer and next year, until the new outdoor pool at Queens Place Emera Centre can be built.

Last Friday, Queens MLA Kim Masland announced $2.2 million in provincial funding toward the $7.2-million pool. The region has already committed $2 million, with another $3 million coming from a private anonymous donor.

Norman said last week that the region hopes to start construction in spring 2025, with an opening in 2026.

Nova Scotia pitches in for new pool, soccer field, track for Queens County

A new outdoor pool and a state-of-the-art track and soccer field for Queens County got a lot closer to reality on Friday as Queens MLA Kim Masland announced more than $2.7 million in funding for the region.

Masland, who is also the province’s public works minister, told a crowd at Queens Place Emera Centre that the province will give $2.2 million toward the $7.2-million community pool to be located next to Queens Place.

She also pledged an extra $500,000 for a new all-weather artificial turf soccer field and rubberized track at Liverpool Regional High School. Masland announced $700,000 last fall for the facility. That was before the design was changed to make it an all-weather facility, which would be the first of its kind on the South Shore. That brings the provincial contribution for that project to $1.2 million.

Masland made the funding announcements on behalf of Allan MacMaster, minister of communities, culture, tourism and heritage.

“These announcements are all about physical activity, making sure that we have opportunities for people living here and for people who are interested in moving to be part of what we have going on here in Queens. Great investment to keep our youth engaged,” she told reporters afterward.

“People that are moving to our communities, we have new doctors moving here, they have young families. They want to have facilities where their children and where they themselves … can be active. Health care is what we were elected on, and every decision that we make, health care plays a role in.”

Masland also announced the Liverpool Curling Club will get $47,030 for upgrades to its kitchen facilities.

The pool will be a six-lane, 25-metre, zero-entry structure, with a therapy hot tub.

The Region of Queens is contributing $2 million toward the pool, while an anonymous private donor has committed about $3 million.

Region of Queens Mayor Darlene Norman said that tenders for work on the pool will be issued soon. And the hope is that construction will begin in spring of 2025, with an anticipated opening in 2026.

“The next call will be the issuing of tenders. All the pre-designs are completed.”

Deborah Herman-Spartinelli is a member of the region’s pool committee and the Queens Community Aquatic Society. She said the provincial funding was “wonderful” news.

“We still need to fundraise for certain aspects. There’s all these things like starter blocks, equipment and the therapy pool and other things that are needed.”

Kristopher Snarby is president of the Queens County Track Society. He said that with Friday’s provincial funding, in addition to $1.8 million from the federal government and $250,000 from the municipality, his group has about $100,000 in fundraising left to do.

“We’re still hopeful that we might be able to get it done by late fall,” Snarby said in an interview.

“From a soccer perspective, it’s great. It allows us to have a longer season. You can play into the winter if you want to, as long as there’s no snow. From a track perspective, the rubberized surface will be fully accessible, a level walking area for seniors, for people with disabilities, and that also can be used year-round as well.”

This is the Houston government’s second significant funding announcement for Queens County in the past two weeks. On April 15, Masland announced $10.7 million for upgraded water and sewer infrastructure that would also be extended to the Mount Pleasant area of Liverpool.

Masland to announce funding Thursday in Liverpool

Queens MLA Kim Masland will be at Queens Place Emera Centre on Friday at 1 p.m. to announce money for community recreation infrastructure.

Masland, who is also Nova Scotia’s public works minister, is making the announcement on behalf of Allan MacMaster, the minister of communities, culture, tourism and heritage.

No other details were provided in a news release on Thursday afternoon. Region of Queens Mayor Darlene Norman will also be at the event.

This will be the second significant funding announcement for Queens County in the past two weeks.

Last Monday, Masland announced $10.7 million in funding for water and sewer upgrades for the region. The municipality is pitching in $10.8 million. The $21.5-million project will extend water and wastewater services to the Mount Pleasant area of Liverpool. That money will also help improve existing water and sewer services to more than 1,200 homes and businesses in the area, and help enhance the amount of water available for firefighting efforts.

That project paved the way for two new private housing developments on more than 60 acres of land. About 325 new housing units will be built for up to 1,200 people.

QCCR will be at the announcement on Friday.

Queens councillors to ask RCMP to beef up enforcement at Main and Market in Liverpool

Queens County councillors grappled with traffic safety in downtown Liverpool at their meeting on Tuesday evening.

The intersection at Main and Market streets has been the scene of some close calls between motorists and pedestrians. And in January, a 79-year-old woman was hit in the crosswalk and taken to hospital in Bridgewater. A driver was charged with failing to yield to a pedestrian in a marked crosswalk.

The incident reignited concern in the community about that intersection and others in town. Councillors heard from their constituents that they needed to address safety in that area.

Some residents want the municipality to install pedestrian-controlled crosswalk lights.

At their Jan. 23 meeting, councillors asked staff to review previous reports and studies about that intersection and come back with recommendations. They also asked staff to investigate adding fluorescent orange flags at that intersection for pedestrians to use while they cross.

On Tuesday evening, some councillors were in favour of trying the flags, while others were opposed. It would cost $1,050 to put the flags at each of the three corners of the intersection. The idea has been used in the Halifax region at many crosswalks, but not at those controlled by stop signs. 

Adam Grant, the region’s director of engineering and public works, said he spoke with the community group in Halifax behind those flags. 

The citizens’ group Crosswalk Safety Society of Nova Scotia began putting the orange flags at intersections in 2008 after a teenager was killed in a Dartmouth crosswalk. According to the group’s website, it got approval from the province in 2011 to allow crosswalk flags on provincial roads. They are now found in Hubbards, Hantsport, Aylesford, Berwick, New Ross, Bridgewater, Chester and Windsor.

Grant said the reception to them in the Halifax region is mixed. And he told councillors there is no evidence that installing the flags at Main and Market would improve pedestrian safety.

“I don’t feel comfortable consenting to the installation, quite frankly, as the traffic authority.

“Any time we introduce anything to a situation which doesn’t have a clear and direct guideline with substantiated evidence determined by professionals, we’re introducing liability. For me to suggest putting these in place will improve safety when I don’t know they will would be contradictory to my intent.”

Councillors decided to defer the flag discussion to a later date.

Grant said that pedestrian-controlled lights at the intersection could interrupt traffic flow and create more problems. He said it’s unusual to install the lights at a three-way stop.

A 2015 study by Insight Traffic Engineering did not recommend installing lights at the intersection. Instead, it suggested changing some signage, remove any trees or greenery obstructing visibility and moving the stop sign and crosswalk from the western approach on Main Street.

The study found that existing traffic control wasn’t an issue, though it did recommend council at the time ask Queens District RCMP to step up enforcement.

Grant told councillors Tuesday that conditions at the intersection haven’t changed since that 2015 report, and that there was no increase in the rate of collisions over the past 10 years, according to the RCMP.

Mayor Darlene Norman suggested leaving the issue for the next council to tackle after municipal elections in October.

District 6 Coun. David Brown said he’d like the region’s police advisory board to discuss increased enforcement with the RCMP at their next meeting, likely in late May.

“It sounds more like a compliance issue,” Brown said.

“Once you make an example of a few peole and word gets out that there are potential fines for jaywalking or entering the intersection illegally when you’re driving, word will get around and pepole will take the extra time and look at what they’re doing.” 

Norman said she believes that’s a good idea, and that police need to keep up the enforcement efforts for many days, and at all times of the day.

“And fines. Not warnings, but fines for rolling stops, for all of those things, because it might be the pedestrian once in a while who darts out, but it’s often the vehicle driver.”
