Queens approves road trails bylaw, paving way for OHVs on some streets in Liverpool

ATV operators in Queens County will soon be able to ride their vehicles on some municipal roads in Liverpool.

Region of Queens councillors adopted a new road trails bylaw on Tuesday, paving the way for off-highway vehicles to use some roads to access trails and services.

The rules take effect Feb. 1. But Dave White, president of the Queens County ATV Association, says there’s still some work to do to get the trails ready for riders.

“It’s really important for people to note that, although it’s passed second reading today, it will not become officially open. … Things that have to be done is we have trail signage to go up as well as the region has some signage for where the trail crosses streets. So they’ve already done some preliminary work.”

White said the association, the ATV Association of Nova Scotia and the municipality will update users on when the trails are ready to use.

The bylaw designates five routes around Liverpool that riders can use to access services or other trails.

It’s been about two and a half years since the association and the Queens Rails to Trails Association approached the region to create a connected trail network similar to those that exist in neighbouring Lunenburg and Shelburne counties and in other parts of Atlantic Canada.

ATV groups say that the changes will bring more economic activity to Queens County. In 2022, ATV users said they spent $454 million in Nova Scotia.

The Nova Scotia government passed the Road Trails Act in 2023, which allows off-highway vehicles on provincial and municipal roads with certain conditions.

“It’s been a major development and a lot of work with the municipality, over the last six months, but really over almost two and a half years at this point,” White said .

“So we are exceptionally pleased with it.”

White says motorists won’t see much of a change once the rules go into effect, since the vehicles won’t be allowed everywhere.

“You will see off-highway vehicles on defined streets. That’s important, it is not all of town. It’s very specific.”

The routes are behind the municipal offices on White Point Road and at various points from the Trestle Trail that would allow access to the Visitor Information Centre, downtown shops and services like the gas stations and grocery stores around Queens Place Drive. 

The association also signed an agreement with a local landowner so riders can access the former rail bed to get to the Milton Road. 

“And then you’ll travel like any other vehicle down to the light, and have all of the options open to you, including the yield lane to the right to access Irving, Shell and Hank Snow Drive, which will allow us to have combined tourism events with the friends of the Hank Snow Society, which we’re very excited for, and we’re hoping to do an event with them in February.

“You will also be able to turn left at the light to access businesses like Sobeys, Superstore, McDonald’s, Dollarama, Queens Place, Best Western, which is a major win because people will be able to come in and do expanded tourism opportunities. So we’re very excited.”

White says once the trails are open, they should bring in business from off-highway vehicle users from around the province.

He says people can get more details about the routes by downloading the ATV Association of Nova Scotia’s mobile app. 

Here are the routes outlined in the bylaw:

  • West Street from civic number 181 to the intersection with Harley Umphrey Drive, then to the intersection with White Point Road.
  • King Street from civic number 56 to the intersection with Lawrence Street, then to the intersection with Wolfe Street to civic number 16.
  • Main Street from the intersection with Central Boulevard to civic number 741.
  • Brunswick Street from civic number 63 to the intersection with Main Street, then to the intersection with Henry Hensey Drive to the pump station at civic number 4 Henry Hensey Drive.
  • Milton Road from civic number 31 to the intersection with Bristol Avenue, west to the intersection with Hank Snow Drive and east to the intersection with Queens Place Drive. Included is Hank Snow Drive to civic number 38 and the entirety of Queens Place Drive and Old Cobbs Barn Road.

Queens County artist in Tanzania helping artisans forge new markets

A Queens County artist is in Tanzania for the next two weeks, helping artisans there develop ways to get their products to more people.

Scott Slessor is a retired Canadian diplomat who lives in Summerville. He’s also the owner of SAS Glass, a stained glass studio in Liverpool. As a Canadian foreign affairs officer and consul general, he led strategic planning and training in places like India, Afghanistan and Thailand.

Since he retired, he’s done a couple of stints in places like Mongolia and Cambodia with Catalyste Plus, a Canadian NGO focused on economic development in Indigenous communities and emerging economies. This will be his first trip with Catalyste Plus working with artists in another country, as part of a project to improve economic and social well-being for women and girls.

“This one is very unlike the other stuff I’ve done,” he says.

“This is about arts and crafts. So this tacks onto a whole other part of my life. I’ve never been to Tanzania. I’ve never been to East Africa. This is all new, which is going to be really cool. … And so they wanted to, in this institute, look into, as part of their tourism program, working with craftspeople, with artisans, and sort of up their game a bit.”

He’ll be working with about 20 artists in Arusha, a city of more than 600,000, near Mount Kilimanjaro and the Serengeti. In an interview before he left for Tanzania, Slessor said he’ll be helping local artists develop ways to get their goods into the hands of more tourists and hikers.

“We’ll be talking about the market there. Who are they actually trying to sell to? Because I don’t think they’ve necessarily done a full assessment. And I have. The government of Tanzania has done some. So we have some starting points of the ages of people coming there, where they’re coming from, a lot from the U.S., Canada, Europe. … And these are people who are going to climb Kilimanjaro. These are guys who are going to have a carry-on (bag) with their hiking boots on. So how do you put something in their pocket? So we’re going to generate a whole whack of ideas. And then they’ll have to decide how they’re going to implement that.”

Slessor has been doing glass art for more than 25 years. And he’s lived in Queens County with his wife, also a retired diplomat, since 2022.

He’s one of the organizers of the Queens Coast Art Tour studio rally. He says he hopes to be able to connect some artists from his trip in Tanzania with Queens County artisans who have offered to be occasional mentors.

“You know, it’d be fun if a couple folks from here, even just an hour a month for three or four months, hook up with somebody in Tanzania just to talk about, ‘What are you making today?'”

Slessor says he hopes his two weeks with the artisans in Arusha can help set them up for success.

“If a couple of these people develop habits that help them design more appropriate stuff for the folks that are coming in, then I think that’s a real win. So I’m going to spend a bit of time with them on, who are these Westerners that are coming here with their money? And then how do you sort of represent your culture, the local techniques, and all of that in a way that satisfies you as an artisan, but also allows you to make a few bucks?”

Slessor says meeting new people and experiencing different cultures are part of why he enjoys taking on these projects.

“So for me, it’s a lot of fun. I mean, I’m going to get to meet 20 people, but then I get to see a new part of the world, which is really fun. Yeah, I think that’s a fair amount of win for me.”

Lots of interest in road trail network for ATVs in Queens County

More than 150 people turned out on Tuesday evening to learn about how proposed new routes for off-highway vehicles could affect Liverpool motorists, residents and businesses.

The public consultation was organized by the Queens County ATV Association at the Liverpool Fire Hall.

“So what we’re looking to do is to provide connection for off-highway vehicle users to be able to get into our commercial districts to access our restaurants, our gas stations and our accommodations, as well as to provide trail-to-trail connections,” Dave White, president of the ATV association, told QCCR on Tuesday.

“So what we’re trying to do in the larger picture is have 100 per cent connection from Lunenburg through Queens County to Shelburne. And the even bigger picture is for an eventual development of a path that would see people be able to leave Tantallon, go all the way down to Yarmouth, around to Digby, over to Middleton, back across New Germany and back up to Tantallon, which would be a route that would be very similar, actually I think a little bit bigger than one that everybody travels to Newfoundland to do.

“So this provides a massive opportunity for recreational development and also for economic development because we know from the 2022 spending survey that $454 million got spent that year by off-highway vehicle users in Nova Scotia. So part of our hope is that we can start to see our county start to recognize some of that economic growth too.”

The ATV association and the Queens Rails to Trails Association have proposed five areas around Liverpool to connect existing off-road trails with municipal roadways so that riders can access services or other trails.

The Nova Scotia government passed the Road Trails Act in 2023, which allows OHVs on provincial and municipal roads with certain conditions.

Five information stations were set up at the fire hall on Tuesday with volunteers at each to explain the routes and the laws around off-highway vehicle use on public roads.

People were asked to fill out feedback forms to say whether they oppose or support each route.

“We’ve had only positive feedback tonight that I’m aware of,” White said.

“We have had some questions about what the rules are. So there are speed limits, you do have to have a drivers licence, you have to be insured, you have to have your headlights on even during daylight hours. The times are restricted to daylight hours. So there are lots of rules that cover it.”

Brianna Darton and Erich Gennette traveled from Mount Uniacke to find out what it’s all about. Darton’s parents live in Liverpool.

“We’re kind of in the process of introducing my parents to the world of ATVing and if we can make things a little more convenient for them I think that would be a good start,” Darton said.

“I think it would be a great thing for them to do as they head into retirement and any encouragement with ease of access (and) they’re afraid of breaking the rules. They don’t want to drive where they shouldn’t.”

“At the moment really all we can do,” Gennette said, “is go from the No. 3 (highway) to Bridgewater and it would be really nice to do more than that. We just did it today. We’ve seen it. We’d like to do something different. So if we could go through Liverpool and go down to Shelburne that would be cool and just see a new place because this is our first time going ATVing down here and we’d like to do it more often.”

Peter Lavender of Liverpool said he wanted to find out how the proposed routes would affect traffic going into downtown.

“I was concerned mainly about Bristol (Avenue), you know, the main part of town going through Main Street but apparently they avoided that. They’re going all the way around that so it’s looking pretty good.”

White says off-highway vehicle users love visiting other areas of the province and they want to be able to travel more easily through Queens County and invite others to visit too.

“Our interest isn’t just in having it, we want it done properly, safely and to encourage good use and good economic impact.”

White says the ATV groups will work with municipal staff to collect the results of the feedback from Tuesday’s session. Regional councillors have seemed supportive of the idea of a connected road trail network in Queens County.

They would have to create a new by-law to make it happen.

White says he hopes that process can be wrapped up by the end of the year.

In the meantime, residents can give their feedback in an online survey posted by the region on its Facebook page.

Crews eye Queens County for possible TV series locations

Crews have been touring Queens County this spring scouting out possible locations to film a television series.

Region of Queens Mayor Scott Christian said recently he’s been approached by “three or four” different crews considering production in the area.

“They want to do it here. I think that there’s one big project that they have the creative greenlight on and they’re just looking at crossing the Ts and dotting the Is and it seemed like it was pretty promising the conversations that they had,” he said in a recent interview.

“There was a lot of nodding heads and excited ideas that they were tossing around. I don’t know anything about that industry but it was pretty cool to be involved in.”

Christian didn’t say who he met with, but he said he showed some crews around Liverpool and other areas of Queens County.

The Nova Scotia government’s distant location incentive is one reason productions are looking farther outside the traditional Halifax and Chester-Mahone Bay-Lunenburg areas.

Introduced in 2024, it provides up to 10 per cent additional funding for film and TV shoots that film at least 150 kilometres away from downtown Halifax.

“It’s really cool. It’s a bit of a game changer for small to medium-size productions and so it’s sort of all eyes on Liverpool. We’re really, really well-positioned with respect to that because we’re just outside of that threshold, we’re 158 kilometres away from downtown Halifax.

Laura Mackenzie, executive director of Screen Nova Scotia which helps bring productions to the province, told QCCR that Nova Scotia is a very attractive place for international and domestic productions.

It can stand in for any location on the northeastern seaboard such as Maine or Martha’s Vineyard, as well as places like San Francisco and other cities. 

And she said with the new incentive, more places in rural parts of the province are being discovered.

“Untapped locations are really exciting for productions and there’s not a lot of them left in Canada so this distant filming bonus gives productions the opportunity to go look in areas that would never have really been taken advantage of.”

About 100 productions are filmed in Nova Scotia each year. But very few make it outside the metropolitan Halifax or Chester-Mahone Bay-Lunenburg areas. 

Mackenzie says that’s because crews based in Halifax want to keep travel costs low.

“And now that we have the distant filming bonus, we can highlight areas of Nova Scotia that we know they will consider because it’s not cost prohibitive anymore, like Liverpool. So this is great news for all of us.”

She said “more than a handful” have already taken advantage of the incentive, with Cape Breton being an early choice for a couple of productions.

She didn’t know which specific companies may be looking at the Liverpool area. 

“If they’ve travelled down to Liverpool to have a look at your area then there’s something there they want. They wouldn’t go there if there wasn’t something there they want. It’s definitely a good sign. It’s encouraging if you see production companies and their creatives travelling around and meeting with some of the decision-makers.”

Mackenzie cautions, though, that there are many factors that decide whether a crew will film in an area, including the ability to close roads, to use local community centres to feed their crews, and the support of the local business and artistic communities.

Melanie Perron, the co-owner of Hell Bay Brewing in Liverpool, says having film and TV crews in town would be a big boost for her business and others.

“It would be fun because I know they’ve done things like that in Mahone Bay before and it just sort of puts a place like that on the map. I think it would just be great for our area, just to show it off and let people know what we have to offer.”

Mackenzie says Screen Nova Scotia has been working with local economic development officers to give them tips on how to make their area attractive to a production.

She said locations like Lunenburg have streamlined the process, to eliminate as many obstacles as possible. Those municipalities also have one person available to help productions work through permits, deal with police, set up security and work with the community and local business.

Screen Nova Scotia also has a guide on how locations can become film-friendly.

“Ultimately the economic impact is pretty great,” Mackenzie says.

“Productions really want to make sure that they’re giving back so if they can use the local restaurants they’re going to use them, if they can hire the artists and the unique talents and skill sets that come from that community, then they will.“

Mackenzie said a couple of Hallmark Christmas movies wrapped up filming in Nova Scotia earlier this year. Perron at Hell Bay thinks Liverpool would be a great location for one of those.

“That would be great. They can come to Hell Bay and I’ll make them a special brew.”

Sunny outlook for 2024 tourism season on South Shore

Tourism operators on Nova Scotia’s South Shore are looking forward to a good season, optimistic that visitors will return to the area after a disappointing 2023.

Stephanie Miller Vincent is the co-ordinator of the South Shore Tourism Co-operative, which counts almost 120 members from Peggys Cove to Barrington. 

“We’re a resilient group. We’re also a really optimistic group. And weather will play a factor, the economy will play factor, but we know we’ve got first-class product, we’ve got things to offer that nobody else has in other regions of Nova Scotia or Canada, so we’re looking forward to a really great year.”

The co-operative held its annual general meeting on Tuesday at the Quarterdeck Resort on picturesque Summerville Beach. About 40 members from hotels, restaurants, municipalities and chambers of commerce around the South Shore got an update on the group’s efforts to boost tourism and to extend the season beyond the summer and early fall.

Wildfires, floods and rain contributed to a challenging 2023 tourist season for the area’s businesses. The South Shore, the Yarmouth and Acadian Shores and Cape Breton saw declines in room nights sold compared with 2022, while accommodation numbers in the rest of the province were higher than the year before.

Hotel stays, or room nights sold, on the South Shore for the May to October 2023 period were down about five per cent over 2022.

Those at the meeting on Tuesday said early indications are that this year’s bookings are up over last year.

Jill Forrest, the general manager of the Quarterdeck, said early bookings look good.

“It’s promising for this upcoming year for sure. We are in a last-minute trend, it seems. Even last year, people tend to wait and see what the weather’s going to do and pull that final trigger on booking and knowing where they’re headed. But things are looking very good for the year.”

Susan Corkum-Greek, MLA for Lunenburg and Nova Scotia’s minister of economic development, told the co-operative’s members that she checked with the province’s tourism officials before the meeting to get an idea of what the season might bring. 

“And we have early indicators of early bookings. We know for instance that the Yarmouth ferry has a higher percentage of advance bookings, The hotel association is saying that. Room nights are not the only indicator but it shows buy-in intention and says something of length of stay.”

The co-operative’s annual lobster crawl in February always attracts a lot of attention. This year, the group says its marketing efforts resulted in more than 100 media headlines, reaching about 270 million people, with an advertising value of just under $7 million.

About 100 of the co-operative’s members held 128 events around the South Shore connected with the lobster crawl. And just under 80 per cent of those who attended a lobster crawl event were from Nova Scotia, according to a survey conducted by the co-operative.

Miller Vincent says it’s always difficult to predict what the season will be like. But she expects staycations to be big again this year.

“You’re always trying to look at the data,” she says. “We always look at the price of gas, but we’ve got more flights coming into Halifax so that’s important. The economy will probably keep people closer to home and looking to see not only what’s in their own neighborhood but what’s next door. Staycations have become more important than before Covid because we recognize what we’ve got here.”

South Queens chamber plans luncheon with Nova Scotia Premier Tim Houston, MLA Kim Masland

Nova Scotia Premier Tim Houston and Queens MLA Kim Masland will be speaking at a luncheon organized by the South Queens Chamber of Commerce on Feb. 7.

The two-hour event is being held at the Best Western Plus in Liverpool. The chamber says it’s a “prime opportunity” for Queens County’s business leaders and others to talk with the two politicians about the area’s future.

Houston and Masland, who is also Nova Scotia’s minister of public works, will speak about rural economic development. In addition to the speeches, the event will feature success stories from local businesses.

Attendees will get to ask Houston and Masland questions in a Q&A session. The chamber wants questions submitted no later than Feb. 1 to secretary@southqueenschamber.com.
